Personally I'd go with Mint with MATE. Most people I know who aren't tech savvy can't tell the difference in functionality between it and Windows.

I use it to recover data on people's computers. Other than that, for a non tech savvy person, I'd agree with Jamiec1130 and go Linux Mint. Best user friendly distro by far, and includes all the necessary programs like LibreOffice (word processor, with some other programs like slideshows, spreadsheets, etc) XFburn (cd burning) and so on. For older systems, download Mint with the XFCE interface. I've got it running on a 12 year old Dell laptop and it's running just swell. If you want a more Apple-esque simple, clean design, try Elementary OS.
