Is the fan facing up or down? I've had issues where an internal cable shifts and is getting hit by a fan? That's my first thought. Are you 100% sure it's from the PSU and not another case fan or GPU fan?

The fan was facing down, but i changed it earlier to facing up.

Make sure that no cables are hitting the PSU fan. If that's not it and you're 100% sure it's PSU, try with a different PSU (if you have one), otherwise, contact SeaSonic about getting it RMA'd

I can hear it only on my psu. and my receipt says that the warranty is only for 12 months. I bought it last 10/1016

A noise like that, in my mind, only comes from moving parts and, correct me if I'm wrong, once the fan stops spinning, a PSU has no other moving parts. Therefore, check ALL other fans for cables hitting. Basically, check all moving components for interference. If that fails, move your PSU to outside your case to best isolate the sound. It will be easier to check to see where the sound is coming from if you remove the suspected part from the rest of the case.

None of the fans seems to be hitting and cables.

Then, if you're 100% convinced that it is a PSU issue, contact Seasonic. Here it says that your PSU has a 5-year manufacturers warranty, so they should be able to RMA it for you.
