YES, IT CAN!

Doesn't look like a credible source of information, check the replies/tweets to him by Alex Ionescu and then go over to his twitter feed and check out his work. Retpoline sounds mostly like a workaround and other better solutions were already included in the Windows updates, not sure about Linux and Mac OS.
