EZ Tuning Wizard OC help

I have recently entered the bios on my system and been through the "EZ Tuning Wizard". I have then looked on HWMonitor? How do i know what speed my cpu is running at? Is the the clock speed? If not where should i be looking to find out...?

Also is 35 degrees safe for the CPU at idle?

I also just noticed its spiking to 70C whilst completely idle too? :/ Only for a second though..?
