I have overclocked my ASUS GTX1060 Phoenix 3GB to:

+250 for the core clock and,

+600 for the memory clock,

I have also maxed out the power and heat slider bars.

I want to push the card as far as possible, I have heard that increasing the GPU voltage and make the core stable at higher core overclocks.

The slider bar for GPU over voltage goes from 0-100%, what is a safe level to set it to?

Does higher voltage also make the memory overclock more stable?

the safe level is the one that you test your card at and it runs the best

Not entirely, he could throw 1.2volts into it and have it give the best results with an OC, but it certainly wouldn't be a safe voltage. (ignoring the fact the bios locks it to 1.09v i think)
