Hy I'm planning to build a new computer for my neighbour.

she doesn't need a new monitor, keyboard or mouse.

1. get a 8th gen core i3

2. the stock cooler that comes with the cpu is fine

3. use the money you saved with the cpu cooler for a gtx 1050, which is a lot faster (http://gpu.userbenchmark.com/Compare/Nvidia-GTX-1050-vs-AMD-RX-550/3650vs3925)

4. get a new mobo, that has the bare essential features on it that you need.

a kabylake pentium and cheap h110 board with the iGPU will work, and don't get the fx6300.
