HTPC for cheap?

I want to create a really cheap HTPC or to be real just a pc to go under my tv, I want to watch 4k and the gt 710 is cheap and it supports 4k so thats why I picked it. The FX 4300 is extremely cheap and is a real quad core, I know I could get like a Ryzen 1200 but I am not sure yet.

Thing is, you have to have a CPU that can stream 4K.  Can the FX-4300 do that?

 

Also, I'm pretty sure the Ryzen 1200 would be more suited for streaming 4K video than an ancient FX 4300.
