Well I have finally saved up the money  to upgrade from my stock Intel cooler and get an aftermarket cooler I was originally going to use the ever popular Cooler Master Hyper 212 evo, but then I wondered if I could get a better water cooling solution within 10 to 20 dollars of this air cooler.  I did end up finding the Cooler Master Master liquid lite 120 AIO at 49 dollars USD I was wondering if there was a water cooler OR air cooler under 50.00$ on newegg that had superior thermals than either of them, and if not is it worth spending another 20 dollars on a water cooler

You don't need a liquid cooler. You're not overclocking and that chip has a low TDP. The 212 Evo will be plenty good enough, so save the money for a future build.
