Pc fails to boot sometimes

I've built a new pc recently and I have a problem with it that is that sometoimes it won't work as I turn it on and sends signal to the monitor but the screen is still black and my periferials won't light up as connected. I already have my build described in my profile but I will write it down again just in case.

update your BIOS, and if that doesn't work a clean install of windows may help. otherwise it is a hardware problem, in which case it is more difficult to fix and perhaps not even worth it

try reseating the RAM, its the most common problem when PCs dont work right.
