first of all i've checked the README: How to respond to a no POST or no power up situation post and the fact that i haven't changed anything between yesterday and today i don't think it's tips would be helpful 
specs:

Motherboard: z170 xpower gaming titanium edition
PSU: seasonic M12II 620w

CPU: core i7 6700k
GPU: gigabyte 980TI xtreme waterforce
ram : G.skill ripjaws 4 2x8
case: nzxt s340

yesterday my PC was working perfectly fine , turned it off yesterday and when turning it ON today i had no POST Debug screen shows code 00
also the power button of the case has a white LED around the button and it didn't light on when turning on the motherboard as well as the two white power LEDs that are located above the 8 pin power connectors that are right above the GPU's 2x8 power connectors
other LEDs on the motherboard are working fine  except for the XMP which i usually keep it on but since this problem occurred it's LED ain't working as well as the graphics card,case and cooler's fans are all working as well
most people who gets this code 00 it would be because of the motherboard's BIOS but because of the LEDs that are not working i suspect it's the PSU
any help or insight on this issue would be appreciated

press the Q-Reset switch on your motherboard, and right after that change the LN2 mode to off

ya saw it on toms hardware earlier got me confused actually because i don't see what's this Q-reset switch and how could i change the "LN2 mode" to off

find a button on your motherboard in the top right hand corner, or near the post code thing, and press it

i think that's a motherboard or bios setting, as sometimes theres two bioses and one is set for default, and the other is set for LN2 mode

i've just reviewed the manual and i think there isn't any switches on the motherboard for LN2 only on the BIOS itself
but i've found some useful buttons over the OC dashboard such slow mode which boots cpu with low frequency so it wouldn't cause crashing and also prevent some booting issues so i might try that
also i've found a "complete discharge" button which it says on MSI website "true factory reset" so i think i'd do that as a last resort

but none of this changes the fact that the graphics card isn't getting power
do you think the motherboard's bios or the motherboard at all would affect the power delivery to the GPU?
the graphics card has specifically two power leds each for each 8 pin power connector and both aren't powering up

also fair to mention this graphics card has an optional 6 pin connector for using "xtreme mode" which when it's plugged in the "xtreme button" lights blue when the motherboard is connected to the PSU even when the motherboard itself is turned off
also the graphic's card's fan is spinning when powering up
