My UPS is connected to an extension cord that has surge protection, is that okay? there was also some stuffs about UPS grounding my PC but 1 time I accidentally touched something in the back of my PC and I got shocked.
Also the reason why my UPS is connected to an extension cord is because the outlet has this 3 pins thingy and my wall outlet only has 2.

If your UPS is connected to an extension cord and the extension cord is plugged in to an outlet that does not have the third grounding plug, then both your computer and the UPS are not protected against shock.

 

To fix a situation like this, I would find a screw on the case of the UPS and run a wire from that screw to a pipe somewhere close.  The screw with the wire connected to is MUST screw in to the metal framework of the UPS and it also MUST make bare metal contact with the end connected to the pipe.

 

Haven't run into a situation like this since I left Spain back in '88.
