RTC video PnP Capture?

Saw that this program or app was preventing my pc from shutting down. Did a few google searches and apparently it's some shit that tracks all ur activity and sells/gives it to someone on the internet. How do I get rid of this shit lol.

A uninstall should fix it or disable it a t boot

Can't find it anywhere on my control panel, apps, or even on my processes.

 

Although I found this app called winpcap which tracks networking activity or something which I just uninstalled. the RTC video PnP capture isn't popping up anymore but I'm not sure if that was the issue because the RTC program comes up every so often.
