CPU (i7 7700k) Vcore problems

In my bios, my stock i7 7700k is set to max 1.17 vcore, however running a game or something it goes up to 1.3 sometimes. Why is this? Is it normal? It causes my cpu to be warmer than it would need to be... 

 

Edit: I also see that my 4.20ghz drops down to 750.61 mhz sometimes when not working, is that normal too?
