Help new build wont boot!!

Building a new computer for a friend, won't boot. Not my first time, so I know the ins and outs like "is the power cable plugged in?" "make sure the right cable is in the cpu" "did you restart the computer" "take out the battery and try after a couple minutes" tryed all that! Still no POST.

 

CPU: Ryzen 5 1400

MOBO: MSI B350m gaming pro

RAM: Crucial DDR4-2133 UDIMM

GPU: EVGA GTX 1050 ti

I even replaced the motherboard in case it was faulty, still not booting!

Start with the easy stuff: 

- Check the front panel connectors

- Check the PSU power switch

- Check connections

- Move the RAM to different slots and try them in another machine if possible

- Reseat the processor in the slot

- Take the GPU out and see if you have another one lying around and use that instead

Did all that, still no boot.

what actually happens when you try to turn the computer on?

you press the power button and literally nothing happens?

is the breaker switch on the back of the psu flipped the right way?

try to boot by shorting the pins instead of using the front panel connectors

All fans and lights illuminate, the PSU is 650w so no problem there, the monitor says no signal and the bios doesn't show.
