This is for Germany, price is in euros.
You can buy windows from places like kinguin, its much cheaper, but I wouldn't recommend it.

You can get a smaller hard drive and ssd to get a GTX 1070 instead of the RX 480.

I have Windows license so this is not a problem.

What this guy said. In spain this fits into the buget (you might have to take a 1060/480 sapphire).

The ram I suggest you to buy 2x8Gb modules from G.Skill, this brand is cheap and good. Regatding the case, in europe is selled the NOX Hummer MC, a case that I always recommend everyone to buy as long as Its selled on their country, its beautiful (Its available in white and black. I personally prefer the black one, I think that is classier])

I also have to say that any gaming PC allows you to programm with any IDE smoothly.

Whats more important for me when Im writting code is having a secondary screen. I have an old one. A 4:3 old Dell 1024p screed which does very well the job. I use It to watch different clades at the same time or codes from other people. I also love my mechanical keyboard, but thats personal.
