So here is my story.
I bought an MSI RX 470 8gb for my new build, my brother worked on it for a few days getting all the drivers and programs installed, and when I booted it up and installed Fallout 4 (from a previous back up my internet is crap) I perceived that the frames would go up by one and then down by two, up by two and down by four (I don't know if this is related).

My problem: In Fallout 4, and Witcher 3 the game has "microstuttering"
as in whenever I move the camera there is a small amount of stutter even in some cut scenes the characters stutter around.

I am running the card at 1270 Mhz core clock and 1660 Mhz memory clock
I have:

updated the drivers to 17.2.1
down clocked the card
disabled power efficiency
disabled shader cache
disabled  Morphological filtering
disabled V-sync in radeon settings and in game (and turned it back on)

Set a target frame rate in radeon settings

All of these actions have lead to no change, made the stuttering worse, or smoothed out the stuttering (but it is still VERY noticeable)

 

It has crossed my mind that the card might be bad, but the stuttering is only in those two games (not in Skyrim V or any other game in my library)

I would like to know if the card is bad or if somebody could help me.

 

Edit #1: My monitor is a basic 60Hz no free-sync or G-sync to my knowledge.

Edit #2: My cpu is an intel i5-6600k clocked at 3.5Ghz

Keep shader cache on. It's supposed to help against this issue. What's your CPU?

@ivan134 My cpu is a intel i5-6600k clocked at 3.5Ghz but I have previously ran it at 3.9Ghz.
And thank you I will keep shader cache on from now on :)

@ivan134 With both of these games my gpu usage (displayed via MSI afterburner) seemed more irregular than usual (I understand that the gpu isn't ALWAYS used at 100%) with the usage dropping to half and then to full more irregularly and faster than "usual" I have concluded that these drops are timed with the stutters (I don't know if either of those two are related, but the more information can't hurt).  If you need anymore specs or parts I will be more than happy to provide. :) Thank you for your time.

You can try use OCAT for Frametime analysis to confirm your problem.
