So the other day, I decided to re-cable manage my PC. So I took all the panels off and re-cable managed to a level I liked. I went to turn on my PC and it kept power cycling. The motherboard is an MSI Z97S SLI Krait Edition, the CPU is an i7 4790K that was @ 4.7 with 1.35V. I know I didn't really explain the situation well, but I've Googling the issue and the issue never seems to be resolved. Below the second PCI-E 16x slot there is a blue LED that either blinks until I unplug the 24-pin, take out the cord from the PSU to the wall, or shut off the PSU, or it ends after a minute or two

Things I've tried was switching out the CPU for an i7 4770 that I'm sending to a friend soon, which it still hasn't booted.

I've tried taking the board out of the case and only plug in th 24-Pin, 8-Pin EPS, GPU (a 560 Ti) and jumping it on with a key. It still power cycles.

I've tried taking out both sticks or RAM, or booting with only one stick, switching DIMM 2 and 4.

I've jumped the PSU (EVGA 750w Gold GQ.), and the fans seem to power on completely fine without cycling.

I've tried booting without the GPU and trying to post with the iGPU.

And lasty, I've tried clearing the CMOS a few times.

 

I'm sorry I couldn't really describe the issue well, I'm not that well with explaining in situations (which is no excuse)

If anyone can help, that'd be great, thank you.
