Massive stuttering and frame drops

I built my rig about 5 months ago, and it worked great until recently. When it started to have frame loss on everything I played. It even stuttered and froze randomly on the desktop. I tried scanning it with every free anti malware/spybot program I could think of. Eventually I just gave in and decided to reformat it. After have a fresh new SSD and installing my graphics and other drivers that the problem was still occurring and the same rate it was before I formatted. I also have a new SSD with windows on it. I have even tried switching out the motherboards, tried different ram, took out the gpu and plugged it into the mobo, got a new power supply 850 watt. It's really running me down I have done almost everything I can think of and the condition is still the same, Could it be the processor even though it doesn't show any signs on my processes of throttling or anything? I also have gotten 2 blue screens regarding bad memory pool, but I know its not the ram. What could it be, I know you guys have the answer. Please and thank you.
