So I've been having some issues and a really can't figure wtf is going on. I'm building my friend a budget gaming PC for Christmas but there seems to be something wrong with the Gigabyte Radeon RX460 WINDFORCE OC 4Gb? I have the 2 Gb version in my own pc and it runs benchmark valley at ~80fps on ultra but this one can barely run it at ~20fps with frequent pauses on ultra. I have also noticed that the computer runs fine without the GPU or the drivers (Crimson ReLive 16.12.1) installed but slows down massively one I insert the GPU and install the drivers. My computer is running an Intel Pentium G3260 @ 3.3 GHz 2 cores and the one I am building my friend has an Intel I5 2400 @ 3.3 GHz  4 cores and they both have 12Gb DDR3 1333 MHz ram. Can someone please help me I need to get this fixed ASAP

I only have one at hand as I am at my friend's house building it and I highly doubt it is being bottlenecked by the cpu as the I5's single thread performance is extremely slightly lower than the Pentium and it has just under double the multi-core performance

i think the CPU is bottleneck your Graphics card. Test the card in a different pc that has a better cpu and see if you get better frame rate to prove it.  

Stop with the word bottleneck. It's become the new "future proofing" word to be used everywhere.
