Port Forward for rust not working

I've setup a rust server using the port 28015, but I am the only one (on the host pc) who can connect, I even tried my laptop on the same network and was still unable to connect. The setup I have at home is a fiber connection coming into an ONT and then into the Router, on the router I have setup the port forward, and tried my public IP, and the IP the router says the ont is connecting on. I really can't see why this isn't working, would paying for a static IP solve the problem?

Yes but I made a rule to allow all tcp/udp traffic on the port
