Chromecast Windows PC?

is there a program where i can use the chromecast feature to my pc. 

Lets say im watching a youtube video on my android phone and i want it to open my windows pc chrome browser and put it to where i left off

is that even possible.

There was phone to chrome on android (dont know if its still around). Otherwise, no. If using an external monitor, why not stick a chromecast into the monitor? You can do what you want from cc to cc

This is done via miracast. To my understanding, much different from what he wants to do.

basically chromecast lets you cast certain apps like youtube music pictures. thats all i want but for windows instead of a direct monitor plugup
