Cpu stuck at 1200 mhz clock no matter what.

My cpu has been running much slower lately so I went and did a fair amount of research and found that my cpu is stuck at a speed of 1200 mhz even under 100 load. In my bios it says my clock speed is 3000 mhz. When I go into windows it then says in CPU-Z and RealTemp it is at a clock speed of 1200 mhz even when under 100 load. All my power management settings are on high performance and 100 percent. I know my CPU can run these speeds because it has just a week before. This problem has come up from basically no where and I have no idea how to fix this as my C state is disabled and ive manually set my clock speeds. My cpu is certainly not thermal throttling while under full load temp only goes up to 40C max. Looking for any help. Thanks in advance.

I have reset my CMOS a couple of days ago. No effect.

Just did a full reset problem still here.
