Last time I had a problem like that I first uninstalled the game through steam, then I navigated to the game directory in programfiles/steam/steamapps/common/skyrim and deleted the entire skyrim folder. When you uninstall through steam this folder does not get deleted. If you are willing to/have fast internet go ahead and try this.
