So I added fresh new windows 10 downloaded all my drivers and all the things my pc needs, after 1-2hrs my pc will be at 99% ram usage just from watching videos and surfing the internet and installing a few games on steam. After 1-2hrs after installing my drivers and stuff i been lagging a lot like my pc is real slow i cant load anything so i closed all my apps and installs and its still sitting at 99% and lagging hard takes me longer than usual to open task manager maybe like 5secs, Before i could open most apps less than a second.  

 

Case - NZXT H440 Red/Black 
Motherboard - MSI Z97 G45 
Processor - Intel Core i5-4690K Devil's Canyon (4.6Ghz OC) 
CPU Cooler - Corsair Hydro Series H100i GTX Extreme 
Hard Drive 1 - Seagate Barracuda 1TB 
Hard Drive 2 - Western Digital 1TB 
Solid State Drive - Samsung 850 Evo 250GB 
Solid State Drive - Corsair Force 3 120GB 
Memory Ram - G.SKILL Ripjaws X Series 16GB 
Graphics Card - ASUS ROG GeForce GTX 1070 STRIX 
Power Supply - EVGA SuperNOVA 750 G2 
Cooling Fans - 2x Noctua NF-F12, 2x Cooler Master SickleFlow, 2x DeepCool XFan L/B

However, if you are using Chrome, the answer may be far simpler.

CHROME IS A RAM HOG FOR NO REASON.

 

Serious, it takes up 6 or 7 GB of  my RAM when i have it running, so i use FIrefox instead
