Knowledge on this motherboard? / HELP

i just bought a  Dell Dual LGA 2011 Sockets Precision T5610 Motherboard - WN7Y6 . I only have 1 cpu in it. Im having problems booting the system. i have 16gb of ram all my ram slots are full for cpu1 

when i try to bridge the pins to start the system its doesnt boot. but the power supply moves for about 4 secs and then stops. ive unplugged and plugged everything multiple times. and resat the cpu multiple times also

OR 

it doesnt start up bc dell put a 5 pin male cpu fan on the m/b im using a hyper 212 evo and its only have 4pin female . or that?
