On the back of your computer where you plug in your speakers, there may (if you can use it) be a digital audio out port. It will be black and you would be able to take the lower connector and insert it in there.  Of course it is only useful if you have something like speakers or a TV that can accept a digital audio in. :)

I'm trying to connect a tv's audio to my computer, so I can pass it through my headphones. But in that case they are both optical out connections.

It is really designed to be used for speakers.  I have a BOSE surround sound system that accepts Digital Audio in.  TVs usually only have a digital OUT port, some of the newer ones can accept an IN connection.

 

That cable you have shown is for head phones or anythign that can take a 3.5mm connection.  So if your headphones accept an input of 3.5 mm you can use it, if not you might have to get a amp box/converter or such.
