ok so im having a small issue i want to clarify. ok when i turn off my pc normally its turns on completely fine but if i also turn the psu switch off and unplug  it from the wall after turning the switch back on my corsair strafe keyboard will light up even though the pc is off still, then when i press power to turn my pc on it will power on for a sec then off again then back on right after then it boots fine without issue, not sure if this is normal or something i should be concerned about

I'm pretty sure USB devices are powered even when the PC is off.

It depends on the motherboard/case you are using.  I think most boards will send power to USB even if the computer is off. My old computer at work did not send power to USB when it was off but my new one does. When you turn it back on the power is cut off for a second as part of the boot process then restored.

so then that is normal?
