Intel quick sync not working on my CPU

Hi

I bought a laptop

It was really cheap

It's a Dell inspiron 3541

Pentium quad core n3450 (super low voltage)

4gb 1333mhz

500gb HDD

 

I saw in arc Intel website that one of the features of this CPU is Intel quick sync

But when I use Sony Vegas , and go to render the option is not there

 

(I know this is not a video editing laptop, but I have that doubt )

I hope someone can help me
