So I have been getting these issues, what i have done

  • reset the oc i had on it 
  • reseated the grafic card
  • updated the drivers for the whole system 
  • reinstalled windows 10
  • seen if the memory has gone bad
  • try altering the gpu game settings 
  • no heating problems highest temp is around 61c 

so when playing css, fallout 4 or grand theft auto 5 it stutters when i move my mouse or even when i am just travleing around the game map, I am losing hope 

if your wondering what are my specs 

  • intel i7-6700k oc 4.7
  • navida gtx 960 4g from gigabite
  • asus z170-a mobo
  • corsair 3000 meghert, non ecc ram 
  • corsair cx 600 psu
  • corsair gt 280 mm rad aio 

if you have any suggestions pls help out i been having this for weeks now

Check out what is running in the background. I doubt it's a hardware issue.

I have to disagree with Reagan Reese, If you have done a fresh install of Win10 I wouldn't imagine you have something mysterious running in the background. 

 

Although your GTX 960 should have no trouble running those games at a high level of graphics performance, does the stuttering go away if you lower the quality?

 

What is your hard drive? If it is an SSD disregard this reply. If it is a traditional HDD have you tired a different drive?

The only thing we have to fear is... Stupidity...
