Often when I maximize a window, a large portion of the top of the window is cut off, showing whatever was behind it.

 

It's a minor nuisance and easily fixed by reminimizing and then maximizing the window again, but it's a bit concerning. Is this an issue with my computer or a Windows 10 bug?

Does this happen with just normal windows or just with chrome. If it is just with chrome then try this.

Menu > Settings > Show advanced settings > Under System, uncheck "Use hardware acceleration when available"  and restart Chrome

If not then ignore cause then it is not chrome at all if it does it when not running chrome. Then I am at a lost I am not seeing any graphical issues with win 10 anywhere. How old is your GPU and what are the temps if previous did work then Ignore.
