Win7 Pro OA Licence

Simple question, Can I use the OA licence on my laptop to reactivate that PC (Fresh W7 install) with my Windows 7 Pro x64 ISO?

I don't have any backup disks for the laptop just a generic W7 Pro iso which is legit (From Techbench).

Also then how can I hardware bind the licence to this PC so that if I install W7 again I don't need to put it back in.
