Gtx960 is that artifacts ?

so I yesterday I installed my new gtx960 g1 4gb version and as I played gta v with optimal settings I saw that the rain is little weird. I am not sure if those with things are artifacts or the light on the rains shows them like artifacts. so tell me your opinions....In furmark 1.15 there is no problem and also I don't have problems with fallout 4 in ultra settings and assassins creed syndicate at high.

I converted the photos to PNG so that they're viewable without downloading.

 

To OP: no, that's just the lighting effects.

thanks I was really anxious about this. I had to play game with good graphics more than a year and I was confused....
