Computer Will Not Properly Turn Off

I am running windows 8.1 on my laptop and before you say anything, it is not related to something with the magnets; when I try to select the Sleep option in the Windows toolbar the same thing happens: my laptop monitor turns off, however the power indicator remains on and I am unable to wake it. Actually I don't think it even goes to Sleep mode at all it's like... hanging in limbo :P

 

Would anyone know how to trouble shoot this? Thanks!

 

Edit: Ok I tried powering it off and it still says it's on even after that
