High Cpu 0 Usage on windows 10

i didnt know what makes my computer cpu 0 usage goes high and it been a while since it happen it causes really heating up my computer really quickly  and drain my laptop battery quickly i was check it on process explorer and still seems to be system and interrupt  that causing the problem but i still un sure about that, i have already check viruses using hitmanpro and its says my computer is clean. 

 

any fix to this problem?

 

(this also occours when i fresh install the windows 10 then it dissapear after couple a month, then it appear again like this one)
