Get two sticks of 4gb if you can afford it. What games do you play? Most games perform better with the R9 390 over the GTX 970. That power supply isn't very good for $80. I would recommend this one: http://pcpartpicker.com/part/evga-power-supply-220g20550y1. If you go with the r9 390 you should get a higher PSU(thats jus me), but 550W will do just fine.

depends weather u need the speed or not. depends on what you gonna do with your computer.

then no. it's not necessary to choose a better cpu than the 6400. if you have more budget, its better for you to swap out your graphic card for a better one.
