Parents new PC

Addison

I'm starting to look for parts for a new computer I will be building for my parents, all it needs to do is run office and be able to surf the internet and some HD video playback. The budget is $400

What's your recommendation?

This is my very barebones PC, you could go with windows 7 rather than 8.1, and this is also a ""gaming"" computer, not really strong or anything and is a few years old. But I think it's around your budget, only reaches 50% load on CPU and GPU while browsing with a few tabs open and a couple various smaller programs running

Before people start complaining about the psu, its for an office build, you could obviously get a better one, but wanted to keep it as cheap as possible.
