980 zero fan mode?

Im on Precision X version 5.3.10, cant seem to find where to turn the zero fan mode off on this ridiculously weak 980 http://www.newegg.com/Product/Product.aspx?Item=N82E16814487089&cm_re=980_04G-P4-2986-_-14-487-089-_-Product

 

Not sure if its just faulty, I thought when they weren't under load they would turn off? Second card takes its sweet @ss time when it comes to turning the fans one while I game.

 

Also if anyone has had success running two 980's or ti's in surround with decent frames in BO3?
