Got to work today and one of our server computers was off. The computer will switch on, all the fans spin, the dvd drives open, so there is power. But the pc refuses to post. We bought a new power supply and now it posts, my concern is was it really a faulty power supply? Last week a similar thing happened and after the computer was powered down for a while it worked again. its a simple machine, basically a file server.

Could have been. It's good that you got a new PSU anyway, a bad PSU can kill your entire computer. It's not worth the risk.
