Windows 10/8 taskbar not accessible when hidden

I never hid the taskbar when I used WIN7 so I can't say if this problem exists there. When I got Windows 8 I started hiding the taskbar (now I use 10 and this problem still occurs, while I have Chrome or  Steam maximized I can't access the task bar, which is very annoying as those are the 2 programs I use the most. I don't have this problem in Adobe Premiere, Edge Browser, Netflix and a few other programs. I'm assuming this issue is only limited to Chrome and Steam for now. Any ideas on what might be wrong? I herd about this same thing happening with Spotify.  

System: i7 4790K, Hyper 212 EVO, 16 GB Crucial Ballistix, GTX 1070 Super clocked, MSI Z97S SLI Krait Edition, Corsair RM 750, Corsair 750D (with 2 additional 140mm NZXT fans up top for exhaust.)

It's happens to me on chrome from time to time, it's really frustrating.

Hoping someone else can help.

In windows 10 you can hit the start button on your keyboard and that should bring up the start menu - should be at least a temporary fix. As for what could be causing this, when you say "maximized" do you mean after you pressed f11 on chorme or went in big picture mode on steam, or just the normal maximized window mode?

In windows 10 you can hit the start button on your keyboard and that should bring up the start menu - should be at least a temporary fix. Just the normal maximized mode. I'm aware that full screen and big picture void the ability to use the taskbar. I guess I should've figured out the windows key as a fix huh?

must bu a specific bug to steam and chrome then if it doesn't happen with anything else. I did notice however that sometimes in windows 10 if you move your cursor to where the taskbar should appear but happen to touch the start menu or search or whatever the taskbar won't come up - which is definitely a windows bug, and it's been there since the insider program started a year ago  <_<

hmm not sure what you mean exactly, I've moved my cursor all along the bottom and I get zilch.
