This one is all about circuits.

I was tasked to do a 24 second shot clock using this circuit diagram (http://www.zen22142.zen.co.uk/Circuits/Timing/24ssc.htm) and I did it as stated in the diagram (except in the connection of the 4078 IC since that's for the buzzer when the timer reaches 00) but all that's showing in the 7-segment anode is the number 80, and occasionally, 27. As the project name implies, it needs to start at 24, and has to count down.

 

Is there something I missed in this circuit?
