Not sure what the problem is, but my R9 280 is returning to reference clock speeds, only when i run 3D mark... I don't understand it.

I have the MSI R9 280 which has a base clock of 972Mhz, but when running 3Dmark it only runs at 827Mhz. No matter what i do, i can't manage to run it any higher. it doesn't want to change speed. It works fine in any other game, hitting 972Mhz.

The temperatures are in check, hitting a max of 65 degrees C during the tests. i've been and turned off ULPS in MSI Afterburner, as well as running without Powerplay because i read that can be a problem. but so far nothing seems to work.

Try checking what your powertarget is at, it might be maxed out, giving less power to the core, and therefore forcing a slight downclock.

you can check this with Msi Afterburner and other GPU software.

When in doubt: C4

What would you suggest putting it up to. I tend not to mess around with the power settings since i'm very cautious about things.

I mean one of the other things is that it goes to 827 when opening the program, like not even doing much, but when it's using that little amount it uses just opening 3Dmark it seems to be like it auto sets itself to run lower as soon as the program opens. There is no sign of it running higher. 827mhz is the original default clock speed AMD spec'd for the R9 280 whereas MSI spec'd it to 972Mhz as their default. Also if i remember correctly, it would work before.

I'm not sure if something has changed since i switched to windows 10, swapped motherboard, ram and CPU.

Hmm, doesn't sound like a powerlimit issue then. It rather sounds like 3dmark downclocks your card to stock. Could you check if there's anything in the settings causing this?
