OK so here goes the specs

MSI Gaming 970 mb

AMD FX9590 processor

32gb Corsair Vengence (8gbx4)

Nvidia Gforce GTX 970

Corsair H55 Liquid Cooler

Lepa 1600w PSU

all wraped up in a Thermaltake Chaser MK-1 full size tower

I am running Windows 7 ultimate 64bit

I built this machine for my step son a little over a month ago. Recently, he started to complain that it was hanging up upon restart. Upon closer inspection I realized that the OS is not the culprit. When ever I try to restart in Windows or BIOS I get the same result. The computer freezes before BIOS even boots, ie: I get a black screen. I also notice that the mouse and keyboard fail to power up as well. From this point I am unable to use the towers reset or power buttons and am forced to unplug the PSU. After I reconect power it starts up without an issue. I have exausted my knowledge on how to figure this out and am in need of some advice. Until I resolve this issue updates will require a full shutdown and I can offically rule out any OS upgrades which was on our agenda.

guaranteed because of 4dimms/ram sticks   u need to increase ur northbridge voltage to run 4dimms stable on a 8350 ( and in some cases u need to increase dram voltage aswell )

stock settings work fine on 2dimms but 4dimms u gotta up voltages , aswell make sure ram timings are set correctly ( manually )

The CPU isn't compatible with the motherboard. There's yer problem. FX-8370 is the highest it'll run without problems

The 970 Gaming can only be used with CPUs with a max TDP of 125W (apparently), while the 9590 has a TDP of 220W

Warning: This MB doesn’t support 200W or above CPU.

cpu support should be exactly the model number that u insert... dont assume a chip is like another chip and expect it to work in the mobo.. make sure the chip on each single number = supported :P ( coz there are reasons that they aint shown in the supported list )

OK granted that very likely may be the issue, I am still confused as to why I have only incountered this issue durring restarts only. I have no other issues.

downclock the cpu manually to an 8350(manual mhz/voltage) and it should work all fine perhaps ( still not recommended using a cpu on a nonsupported board )... just stick with a new mobo sell this one

It ain't the model thing, the board cannot handle a 225W TDP CPU.

You either downclock/volt it to make it more stable or try disabling TurboCore to see if it helps.

The incompatibility is due to the chipset, afaik.

The only chipset that can run the 9590 is the 990FXA, while the 970 Gaming has a... 970 chipset (hence the name, lol)

If you're looking to change the motherboard, you can take a look at these: https://pcpartpicker.com/parts/motherboard/?compatible_with=amd-cpu-fd9590fhhkwof#m=8,18,27

If you're looking to change the CPU, the FX-8370/FX-8370E is the highest you can go (and just overclock that)

I assume the board can't handle the high load of the CPU.

Like someone else said, it's not on the compatibility list for a reason.

I would guess the reason it hangs on restart is because there's too much of a power draw at once. Whereas on normal boot everything starts separately. That's my guess though.

I'm really surprised that so many people seem to think that any motherboard will happily accept a 5Ghz CPU. Not all boards are made equal, even if they do have the same chip set. Even then someone else has said that the chip set itself doesn't even officially support that CPU...

You're all just seeing AM3+ & AM3+ = Good to go....

It's not a race to the bottom.
