My friend wants to get a pc mainly to play Minecraft, but he may also play some other no so demanding games. So what would be a good build in the 500-700$ range. 

He is also considering the option buying a gaming laptop, he could go up to a 1000$ for that.

Does he need monitor, Keyboard mice and windows?

if he is going to be playing minecraft, dont bother with a build, most pre fab builds can do this as minecraft isnt a very demanding program, 

Its a Championship not a Belt!

I wouldnt get pre done build as even HD graphics dont do well on mc at 1080p

Not on my old 525M and my firends 210

You would be better off buying and xbone or ps4 for minecraft.

Minecraft for pc has more features
