Modded BIOS not working?

Hi, I have a HD 7850 Dual-X. I modded it's bios to have a custom fan-curve so that the fans don't spin until the temperature reaches 60C, I flashed it into the card but the fans are still locked to a minimum 25% fan speed.

 

For example: If i flash the card with a custom fan-curve of 50% and I set the speed to 0% in afterburner, the fans will spin at 50%. But if I flash the card with a custom fan-curve of 0% and set the speed in afterburner to 0%, the fans will spin at 25% (even dough afterburner says 0%).

 

Is there any solution to this problem?

the card probably can't shut off power to them full. 25% isn't going to be loud anyway.

yup but i'm trying to build a silent pc...

thats not possible. unless its turned off.
