Help with new os

Ok, so I have 2 questions. First , if I buy windows 7 home prem can I use it on more than one computer (I would be buying it from micro center ) ? And second , I have a laptop with a hdd and I have a new PC with an hdd , can I copy all the files from the laptop hdd to the PC hdd and also have the os come over ? Would it act exactly like my laptop once booted for 1st time or is that not possible? And if it is possible what is the best way to do this that is cheaper than $80 (win 7 if I buy it) ?

No, it wouldn't work for more than 1 computer. Windows is $23 on G2A right now if you want it for cheap though
