How does the per ratio thing work?

Hello. So I have an i7 4770k (well, I do regret not getting i5 4690k, because I would probably get more out of it), and in the glorious bios on my Z97-PRO there's a Per Core option for overclocking. And well, as this thing has 8 threads, and a lot of games don't use that much, I figured out that I could use that per core thing. The point is, I have no bloody idea what it does. ELI5, anyone, please?

So, say I'm going full stress prime 95. I have to Per Core thing set like this: 45, 43, 42, 42. How would my cores behave? Everything 4.2GHz, or 4.5GHz, 4.3GHz, 4.2GHz, 4.2GHz?

I haven't really used this thing i always use Sync All Cores so i don't really know the behavior. But i would say that for single threaded stuff it would use the first core probably the fastest. Somebody would correct me
