CPUTIN causing thermal throttle

I have a Coolermaster Seidon 120 V2 on my 8350 and I have been stress testing a few overclocks, they all seem to be thermal throttling at some point because CPUTIN is reaching the magical 62 celsius where as all packages (HWMonitor, Aida64, Speccy) report the core temps never go above 38. I reapplied thermal paste and the core temps went down but CPUTIN stayed the same, what can I do?

You aren't throttling at 62c. There's no way, not on an AMD processor. Not even on Intel, I hit 70c sometimes with my 4790k and it's not even considering throttling.

My clock speed is dropping to between 1 and 2 Ghz when the temps get near 60. I dont know what else it is if it isnt throttling, and it does the same at stock settings.

It shouldn't even throttle with the stock cooler at stock settings, so something is wrong then. Try setting the BIOS to factory defaults. What motherboard?

I'm on a AsRock Extreme3 970 R2.0 and I have reset it four or five times, only changing the RAM speed to 1600 and the cpu fan target speed.
