Connectivity issues with headset and mouse

So I recently bought a new headset and mouse but when i plug the mouse into any of the USB ports in my computer, sometimes the mouse just stops moving smoothly across the screen and hitches randomly. Is this the mouse receiver or what?

And also I have a wireless headset from logitech that sometimes the sound comes through in little bursts. For example when playing Planetside 2 the sound is like "Spo-(wait 1/2 second) TTed heavy" and it keeps doing. Should I get an exchange for both of them?
