How long has this been happening? Have you installed anything recently that might be the cause? If this just started happening, maybe try restoring your computer to a period of time before this started happening (only if you know what you are doing with system restore points).

1. Open Task Manager to see if anything is hogging  your CPU resources, and if so, try to end that process. Which process is taking the most of your CPU?

2. Reboot.

3. Anti-virus databases up to date? Have you performed a full system scan lately? You might try Malwarebytes.

4. Do you have any extra items that were installed onto your context menu (when you right-click your desktop, the window that comes up is a context menu).

We may need more details about how/when this happened and what program(s) you were using before you noticed all this.

Thanks for your reply

Its not happening every time, some day i try it it works just fine and the other day its not working so its not something i installed.

As far as i can look back i didnt download or install any software. I just downloaded some games through Steam and CCleaner ( <- already tried to uninstall but nothing changed ).

I think my brother downloaded some free mp3 youtube converter sh*t maybe thats it, but i also uninstalled that and everything that came with it. So i maybe try to restory my pc but

if i restore my computer do i need to download everything again? Because i have a 300Kb/s internet and currently downloaden GTAV ( 59Gb ) and it takes years :D

And yes i have Norton-Anitvirus and Malwarebytes both are running weekly.

Just because an issue doesn't happen every time doesn't excuse the fact it could be from something you installed. Even if you installed something last month, it could be an auto-update that triggers your issue.

What do you mean "tried"? Did it not uninstall properly?

Are you sure everything was uninstalled? Those add-ons are notorious for installing BHO's (which can sometimes bury themselves into your registry), but I would think if this was the cause, you would have issues with browser-related tasks (and not a desktop context menu).

This is where you have to be careful because some people may confuse "system restore" to mean a full re-format/re-install. You can read more about System Restore. If you revert to a particular restore point (say from 3 days ago), you would just have to re-install any programs from those 3 days. System Restore does not touch your data files (assuming you don't save any data files inside system install folders). But System Restore should be one of your last resort options, so I would troubleshoot a little more before a System Restore (hey, I'm rhyming today). Before you perform any kind of restore point, always make sure you have everything backed up (just because).

Running "weekly"? Do you mean you perform a manual scan weekly?

You never mentioned looking into your task manager. If/when this happens again (and once your context menu finally appears) look at your task manager history to see if an exe was hogging your CPU. You would, of course, have to already have your task manager open in the background.

You might also try going to Norton's website to see if they have an online scan. If for any reason your Norton AV is corrupt (and not detecting malware that could be the cause), an online scan may provide different results.

Well there's your problem  ;)

check event viewer and see what's been running on your PC. Completely disable Java and test also (as I would assume the youtube to mp3 thing uses java)
