Would the dual core be able to run some of the more modern games like a quad core can??

Yes and No. Yes it can. No because Ubisoft says so (I don't even know why the stop their games from starting up on a dual core)

cheaper case, drop the ssd for now you can always add it later, go for a stronger gpu and cpu.
